Welcome to Bionetics’ General Services Administration
(GSA) IT Schedule web page. Our IT Schedule (GS-35F-5597H) is
available to all federal government agencies as well as other
schedule contractors. We also have a multiple award schedule with
GSA that allows for the use of contractor teaming arrangements
and blanket purchase agreements.

Bionetics was founded in 1969, and has developed
leading capabilities in the specification, implementation, and
application of Information Technology (IT) systems and programs.
The majority of Bionetics’ revenues are derived from work in support
of the U.S. Department of Defense and other federal agencies.
However, we do perform tasking for state and foreign governments,
public and private universities, and major commercial and industrial
organizations. The following paragraphs describe Bionetics capabilities
in more detail.
Operations Research (OR):
Bionetics has extensive experience analyzing the operation of
client organizations and using mathematical models, computer models,
and other analytical approaches to develop solutions to operational
and strategic problems. Bionetics’ OR analysts and solution developers
use statistical data analysis, simulation modeling, performance
assessment, and tradeoff and cost benefit analysis to investigate
and evaluate alternatives and formulate solutions across a broad
range of industry and government problems.
Cost and Economic Analysis:
Our focus in this technical area is on both methodology and estimate
development. We create decision support tools to identify the
most efficient logistic support alternatives to maintain or improve
operational readiness. Bionetics is a leader in the development
of cost and characteristic databases, Cost Estimating Relationships
(CERs), Life-Cycle Cost (LCC) estimates, Cost Benefit Analysis
(CBA), and Level of Repair Analysis (LORA).
Systems Analysis: Bionetics
analysts, programmers, and information scientists are experienced
in all aspects of systems analysis, from specifying and determining
system requirements to developing test plans and user documentation.
Specific experience includes tool and model development; code
development, testing, and verification; flow diagram preparation
and interpretation; computer operations and maintenance; database
structuring; hardware, software, and communication requirements
translation; and information system implementation.
Training: Bionetics’ training
capability includes applying innovative instructional technology
to design, develop, and enhance public and private sector training
programs. Key focus areas include computer-based training (CBT),
multimedia CD-ROM development, World Wide Web-based training,
and simulation and modeling-based exercise and workshop support.
We supports the full range of training program life-cycle requirements,
beginning with needs assessment and system specification and including
CBT implementation, course delivery, and exercise/workshop coordination.
Training is also offered through Bionetics’ KMS Optimization Products
Group. This unique training is provided through seminars that
focus on mathematical programming techniques. Seminar attendees
are presented with knowledge of evolving business planning techniques
and applications. In addition, offers training to practicing professionals
within the paratransit and transit industries. Training is available
for a large number of important topics, including risk management,
system safety and security, vehicle procurement, and drug and
alcohol testing. We custom designs courses to suit client needs,
and delivers previously developed courseware. Bionetics’ courses
have been adopted as the standard in several states, and are regularly
being taught to every new employee as well as to all employees
on a periodic refresher basis.
Engineering: Bionetics employs
engineers trained and experienced in
the most critical elements of systems engineering and program
management. Our engineering capabilities include Reliability and
Maintainability (R&M), Human Engineering, Safety Engineering,
and Environmental Engineering. Bionetics’ engineers also apply
technical and management experience to transit/paratransit system
programs. Specific involvement includes any combination of system
planning and design, operations, vehicle specification development,
vehicle design, system safety and security, software system design,
and system evaluation.
Logistics Management Support:
Bionetics logisticians design Integrated Logistic Support (ILS)
system and develop ILS-related documentation. We address all facets
of logistics, from research and design through acquisition program
management and deployed system users. Capabilities span such areas
as maintenance planning and policy development, acquisition management,
supply support, database management/support, and environmental
issues.

IT Ordering Procedures
Ordering and receiving professional services
and products from The Bionetics Corporation via the GSA IT Schedule
is easy. Just follow the steps below:
STEP 1. Clients and end-users provide information
regarding their need to their procurement or ordering officers
in the usual way. The information provided typically includes
a Statement of Work indicating deliverables and schedule requirements,
an independent cost estimate, and funding documentation.
Items included in the Statement of Work may be:
• Scope of work
• Location of work
• Period of performance
• Deliverables required (type, quantity, and schedule)
• Applicable standards, if any
• Acceptance criteria
• Special requirements (e.g., security clearances, travel,
special knowledge, etc.). Useful information regarding Bionetics’

STEP 2. The ordering officer
contacts Bionetics, provides a written preliminary Delivery Order
and Statement of Work, and a request to provide a cost estimate.
STEP 3. Bionetics will respond to the request
for cost estimate based on the stated requirements and in accordance
with required levels of effort for appropriate labor categories
from our GSA Schedule price list. Our response will include:
• Total hours for each required labor category.
• Total price for labor broken down by labor category
• Proposed schedule for task performance/product(s) delivery
• Other direct costs (ODCs), such as travel costs (if any)
consistent with Joint Travel regulations or any other Open Market
items (e.g., any other item not on our Schedule contract) to be
procured in order to meet the ordering agency’s requirements
• Total price for the order
STEP 4. The ordering officer reviews our response,
makes a best-value determination, and awards the order to Bionetics.
