
Cost Analysis Services
The DoD emphasis on affordable readiness and the reduction
of Total Ownership Cost (TOC) has increased Navy and DoD interest in
cost analysis methodologies. Our customers must analyze weapon systems mission performance relative to all aspects of operation and maintainability. Bionetics develops Cost Estimating
Relationships
(CERs) for military weapon system and commodity types and applies
these
methodologies to provide cost estimates in support of cost/benefit
analyses. We deliver these services to NAVAIR and other DoD cost
estimating and
analysis organizations, including the Office of the Deputy Assistant
Secretary of the Army for Cost and Economics (ODASA-CE).

Our cost estimating
methodology techniques are database-driven equations created
from statistically derived CERs that relate cost to system programmatic,
physical, performance,
or reliability characteristics. Life Cycle Cost Estimates
are focused on providing Integrated Logistics Support (ILS) and
Operations & Support
(O&S) cost estimates to acquisition program managers.
Bionetics uses Cost/Benefit Analysis to compare competing
alternatives and identify cost effective ways to meet mission requirements,
budgets, and readiness objectives. Applications include
aircraft procurement long-range
planning, best-value maintenance selection, aircraft inventory
reduction, aircraft and system downtime eradication, and
the development of integrated
program office sustainment budgets that maximize readiness.
